Mayor and City Council met for a Work Session Monday March 31, 2008, at the Courthouse with Mayor Wayne Bullard presiding.

PRESENT:

Mayor Pro Tem Adams had some questions about the minutes. She stated that she has some additions on the Clothing Ordinance. She stated there were names that needed to be added. City Manager Sumner stated that we would get these names and make the needed corrections. Mayor Pro Tem Adams stated that she would like the remarks in the minutes concerning the shootings where they wore trench coats.

REVIEW OF BILLS/BUDGET OVERAGE:

Mayor Bullard asked Council if they had any questions on the bills and budget. Mayor Pro Tem Adams had some questions for Police Chief Terry Davis. Mayor Pro Tem Adams wanted to know about Marshall Armstrong. She asked Chief Davis if he was full time and was he a patrolman. Chief Davis stated that he was full time. Mayor Pro Tem Adams also had some questions concerning a tire bill. This bill was for tires for Public Works. Councilman Clendenin had some questions concerning a Land’s End bill. City Manager Sumner stated that they were for the Mayor, City Manager, City Clerk, and Finance Clerk. Sumner also stated that the new employee Paula Stone had not ordered her shirts yet.

PUBLIC HEARINGS:

HA-2008-04 Request for rezoning 1.12 Acres at the intersection of South College Street and Lafayette Street from Single-Family Residential (R-10) to Multi-Family Residential (R-6) Owner: Bill Gandy. (Ann Marie Wolff).

City Manager Sumner stated that the applicant is requesting to rezone 1.12 acres from Single-Family Residential (R-10) to Single-Family Residential (R-6) for the construction of five new houses. The property is located at the intersection of South College Street, Francis Street and Lafayette Street. Planning Staff finds the request consistent with the Comprehensive Plan and recommends approval with the condition that the minimum lot size be 8,000 square feet. City Manager Sumner stated that the Planning Commission Staff had not met at this time. We will know the outcome of their vote at Thursday nights Council Meeting.

HA-2008-06 Request for Annexation and rezoning 2.35 acres at 7425 Union Road from Single-Family Residential (R-21) Owner: Jimmy Hurst. (Ann Marie Wolff).

City Manager Sumner stated that the applicant is requesting to annex and rezone 2.35 acres from Single-Family Residential (R-21) County to Single-Family Residential (R-15) City. The property contains a single-family residence located on the west side of North Union Road, just north of Pettys Road. The Planning Commission Staff finds the annexation and rezoning request consistent with the Comprehensive Plan and recommends approval. Sumner also stated that the Planning Commission Staff had not met at this time for their vote.

HA-2008-05 To annex and rezone 70.17 acre subdivision east and west of North Union Road from Planned Development (P-D) County to Single-Family Residential (R-10) Principal Owners Paul Cribbs and Kevin Giddens. (Ann Marie Wolff).

City Manager Sumner stated that the applicant is requesting to annex and rezone 70.17 acres from Planned Development County to Single-Family Residential (R-10) City. The property is located on the east and west sides of North Union Road, however the proposed development is occurring only on the east side. The property is currently undeveloped. The owners wish to develop a 148 lot single-family residential subdivision. Sumner also stated that the Planning Staff Commission recommended approval with the following conditions.

The final density is limited to 149 houses.

all lots front interior roads.

The Planning Commission Staff had not met at this time for their vote.

DISCUSSIONS:

Elimination of Ad Valorem Tax for Senior Citizens (Councilman Clendenin)

Councilman Clendenin expressed his concern for the Senior Citizens in Hahira. He stated to Mayor and Council that he would like to see the elimination of Ad Valorem Tax for Senior Citizens to help them out. After some discussion Mayor and Council stated that they would look further into this.

GMA Annual Convention:

City Manager Jonathan Sumner stated to Mayor and Council that the GMA 2008 Annual Convention will be in Savannah, Georgia on June 21-24. City Manager Sumner also stated that he had booked everyone’s room. Attendees will be staying at the Doubletree.

Great American Cleanup-April 19 (City Manager)

City Manager Sumner stated to Mayor and Council that the Great American Cleanup would be held on Saturday April 19, 2008. He also stated that the City would provide lunch for those participating in this event. Sumner stated that Jessica Crowe would be bringing her college class to help with this event. Sumner encouraged everyone to come and be a part of this Great American Cleanup.

Request by South Georgia Outreach Corporation: (City Manager)

Sumner stated to Mayor and Council in there packets under item 8D there is a letter from the Hahira-Lowndes County Community Outreach Development Corporation. Sheila Warren is the president of the Outreach Program. Sumner explained that this letter was to request that the City of Hahira become our fiscal agent for our grants. Sumner explained a fiscal agent receives the monies and disburses them to be used as specified in the grant. He stated that Sheila Warren who is ahead of the Drug Coalition in Hahira stated County has been their fiscal agent for the last ten years. Mayor Pro Tem Adams stated that there were many responsibilities that come with doing this. Sumner agreed, and stated the County had no problems with the Drug Coalition. Mayor and Council agreed that due to the service area of the Coalition extending far beyond the City limits of Hahira, and that since the County had no problems with them, the County should remain their fiscal agent.

City-County Water/Wastewater Agreement (City Manager)

City Manager Sumner stated that County Engineer Mike Allen had requested a meeting with the City at their earliest convenience. After discussion, the Council decided to postpone this meeting and discuss the water and wastewater agreement at the City retreat.

Highway 41 Informational Meeting (April 1, 2008 (City Manager)

City Manager Sumner stated to Mayor and Council that there would be a meeting at the Hahira Middle School on April 1, 2008 at 5:00 to 7:00 P.M. He stated that DOT would be present to answer any questions or concerns Hahira Citizens have. Sumner encouraged everyone to attend.

DEPARTMENT REQUEST:

Purchase of Residential Solid Waste Containers: (PWD Warren:

Director Warren was absent at this meeting so Director Chris Stephens of the PWD explained to Mayor and Council that the City needed to purchase one hundred (100) containers at $50.50 per can.

Mayor Wayne Bullard asked for a motion to accept the minutes. City Manager Sumner stated that there were some changes and they have already been corrected. Councilman Clendenin made a motion to accept the minutes, seconded by Councilman Benjamin, vote was unanimous.

REVIEW OF BILLS/BUDGET OVERAGES:

Mayor Wayne Bullard asked if there were any questions concerning the bills. Councilman Clendenin had a question concerning the Land Ends bill on Shirts that were purchased by the City. City Manager Sumner stated that he got two shirts, Mayor Bullard received two shirts, and Diane Bellflower and Belinda Chappell each received one. Mayor Bullard asked for a motion to accept the bills. Councilman Benjamin made a motion to accept the bills, seconded by Councilman Clendenin, vote was unanimous.

PUBLIC HEARINGS:

HA-2008-04 Request for rezoning 1.12 acres at the intersection of South College Street, Francis Street and Lafayette Street from Single-Family Residential (R-10) to Multi-Family Residential (R-6). Owner Bill Gandy.

No one spoke against the rezoning. Bill Gandy spoke for this. He stated that the homes constructed would closely follow those homes built on Stanfill Street. Council did not have questions for Mr. Gandy.

Mayor Wayne Bullard asked for a motion to accept this request. Councilman Clendenin made a motion to accept, seconded by Councilman Cain, vote was unanimous.

HA-2008-06 Request for annexation and rezoning 2.36 acres at 7425 Union Road from Single-Family Residential (R-21) County to Single-Family Residential (R-15. Owner Jimmy Hurst. No one spoke for are against this request.

Mayor Wayne Bullard asked for a motion to accept this request. Councilman Cain made a motion to accept, seconded by Councilman Benjamin, vote was unanimous.

Mayor Wayne Bullard asked if there was anyone who wished to speak against this. Gary Minchew of Valdosta, Georgia stated that his objections were based on some conversation that he had with the City Manager. He stated that he wanted to know why the City was the applicant and not the developer. City Manager Sumner stated that the developer requested that the City be the applicant. City Manager Sumner stated that the City of Hahira would pay for the cost of the extension outside of the development and it would be recouped through tap fees. Mayor Wayne Bullard asked for a motion to accept this request. Councilman Benjamin made a motion to accept, seconded by Councilman Cain, Councilman Clendenin opposed, motion was carried.

Discussions:

Great American Cleanup April 19, 2008:

City Manager Sumner invited everyone to attend the Great American Cleanup on Saturday April 19, 2008.  He also stated that the City would provide hamburgers and hotdogs for lunch.  Mrs. Betty Mixon of 205 E Grace Street, stated that She would like to see the Mayor and Council help the Senior citizens with their Ad Valorem taxes. Mayor Bullard stated that he and Council were looking into his matter.

CONSENT AGENDA:

Mayor Wayne Bullard asked for a motion to accept the Consent Agenda. Councilman Benjamin made a motion to accept, seconded by Councilman Cain, vote was unanimous.

REPORTS:

Councilman Benjamin asked that we keep Mr. Adams in our thoughts and prayers. He also thanked the Hahira Fire Department for responding so quick to a house fire that was in his district.

Councilman Cain also wished the very best for Mr. Adams and wished him a speedy recovery. Councilman Cain also thanked all personnel for doing a great job.

Councilman Clendenin thanked Police Chief Terry Davis for his time and effort to stop speeders on Hagan Bridge Road. Councilman Clendenin also stated that when he took the position as Councilman he put his hand on a Bible to uphold the law of the State, County, and Local level. He stated that he put his hand on a Bible and spoke to God and told him that he would uphold the law. He stated that he hoped that the rest of the Council felt the same way he did. He stated he hoped that when they placed their hands on that Bible, and said that they would maintain and support all the laws of this city, that they meant it.

City Manager Jonathan Sumner also stated that he would like everyone to remember the Adams family and keep them in their prayers. He thanked Chief Davis for taking down the road sign. He also encouraged everyone to get a copy of the Valdosta Scene magazine. One of our local Police Officers Gerald Lunger is presented in this latest addition.

Mayor Wayne Bullard thanked both Fire Chief and Police Chief for doing a great job during the house fire last week. He also thanked everyone for responding so quickly to Mr. Adams in his time of need. He also spoke to Chief Davis about a speed limit sign on the other end of Hagan Bridge Road.

Mayor Bullard asked for a motion to adjourn. Councilman Benjamin made a motion to adjourn, second by Councilman Cain, vote was unanimous.

Meeting was adjourned at 8:30 P.M.
