CALL TO ORDER: Mayor Wayne Bullard.

Establish Quorum: Mayor Wayne Bullard.

Pledge of Allegiance: Mayor Wayne Bullard.

Invocation: Mayor Wayne Bullard.

REVIEW/CORRECTIONS OF MINUTES:

  1. February 4, 2008 Work Session
  2. February 7, 2008 Council Meeting
  3. February 11, 2008 Special Called Meeting

Mayor Bullard asked if we had the correction for the minutes. City Manager Sumner stated that we did have the corrections for the minutes asked by Mayor Pro Tem Adams on Monday in the Work Session. Mayor Bullard asked for a motion to accept the minutes. Councilman Benjamin made a motion to accept the minutes, seconded by Councilman Clendenin, vote was unanimous.

REVIEW OF BILLS/BUDGETS OVERAGES:

Mayor Pro Tem Adams had a question concerning a bill that was paid to 5 Star Pressure Wash for $50.00. Mayor and Council were told by Director Warren that this was for 5 Star pressure washing the caboose. Mayor Bullard asked for a motion to accept the bills and budgets. Councilman Benjamin made a motion to accept the bills, seconded by Mayor Pro Tem Adams, vote was unanimous.

PUBLIC HEARINGS:

  1. Application to sell Beer and Wine-Bigfoot Travel:

    City Manager Sumner stated that the City had an application to sell beer and wine at the Bigfoot Travel Plaza in Hahira. Chief Davis stated that he had did a detailed background check and found no reason not to issue this license. Mayor Bullard asked for those opposed to speak. There was no one opposed. Mayor Bullard asked for those in favor of to speak. Ms. Rao, the owner of the complex, stated that she and her husband would do their best to be a good business for Hahira. Mayor Bullard asked if there were others wishing to speak in favor of the application. Seeing none, Mayor Bullard asked for a motion to accept this application. Councilman Cain made a motion to accept, seconded by Councilman Clendenin, vote was unanimous.

  2. Text Amendments to Restrict Exotic Animals: (Third Reading)

    City Manager Sumner stated that during the second reading there were comments to modify the amendment as proposed, and that these changes have been made by the City Attorney. City Attorney Rob Plumb stated that he had added a grandfather clause for citizens who already possessed such animals in the City, and also some changes for the registration of these animals. Mayor Pro Tem Adams stated that she was not in favor of the text amendment as it now read. Specifically, she stated that Section 14-2 and Section 14.3 were watered down versions of what was originally proposed. Mayor Pro Tem Adams asked what would occur if an exotic animal was loose on City streets. She stated that public safety should come first. Mayor Pro Tem Adams stated that she did not see a reason to exempt current owners from the exotic animal prohibition. Mayor Bullard asked if anyone would like to speak in favor of this ordinance. Mr. Wilmon Stanley of 308 Washington Street stated that citizens should not have dangerous animals in their homes unregistered. Ouida McKinney of Randall Street also stated that she was in favor of this animal ordinance. Mayor Bullard asked for a motion to accept this Text Amendment to the Animal section of the code. Councilman Clendenin made a motion to accept, second by Councilman Benjamin, Councilman Cain voted to accept, Mayor Pro Tem Adams opposed.

  3. Clothing Ordinance:

City Manager stated that this was the City’s third reading for the Clothing Ordinance. Sumner asked Chief Davis to explain a video, showing the Council how wearing baggy pants can conceal weapons. Councilman Clendenin made a objection to the showing of the video, and Chief Davis stated there should be no problems. Mayor Bullard asked for those in favor of the ordinance to speak. Mr. Wilmon Stanley stated that he is for the clothing ordinance, and Ms. Ouida Lane of Randall Street stated she supported the ordinance. Karen Camion stated she thought the proposed ordinance was good. Mr. James Turner of Hall Street was also for the clothing ordinance. Grover Chandler, Michael Matchett and Laurel Grey also spoke in favor of. Mayor Pro Tem Adams stated the wearing of saggy, baggy pants may or not be a fad. She stated that the attire is mostly worn by young males and females. She stated that she could not believe that the wearing these clothes could affect public health and welfare. Mayor Pro Tem Adams stated that in previous school shootings the shooter was wearing a long trench coat . She stated that she believed that no government should approve laws dictating what people can and cannot wear, and that laws prohibiting indecent exposure already existed. Mayor Wayne Bullard restated his reasons for proposing the clothing ordinance, and that some citizens had requested that he do so. Mayor Wayne Bullard asked for a motion to approve the Clothing Ordinance. Councilman Benjamin made a motion to accept, second by Councilman Cain, Councilman Clendenin and Mayor Pro Tem Adams opposed. Mayor Bullard voted in favor, motion was carried.

CITIZENS TO BE HEARD:

Ouida Lane of Randall Street stated to Mayor and Council that she would like them to consider going ahead with the new fire station across the tracks.

Georgia Salary Study, Mayor Wayne Bullard asked for a motion to accept this study. Councilman Benjamin made a motion to accept this study, second by Councilman Cain, Councilman Clendenin opposed, Mayor Pro Tem Adams opposed. Mayor Bullard voted in favor. Motion was carried.

Council Retreat:

City Manage Sumner stated that the Mayor and Council will meet for a retreat in Camellia Georgia on April 4, 2008 through April 6, 2008. He stated to Council that in their packets under item 8B there was an invoice stating the cost for this retreat. Mayor Bullard asked for a motion to accept this retreat. Councilman Benjamin made a motion to accept, second by Councilman Cain, vote was unanimous.

CONSENT AGENDA:

  1. Purchase of Emergency Siren with Splost VI Funds.
  2. Rental of Road Scraper
  3. Purchase of City Signs-Day Sign Quote
  4. Surplus Police Vehicle Sale
  5. Georgia City-County Manager Spring Training Attendance.

Mayor Pro Tem Adams asked that item E be removed from the Consent Agenda.

Mayor Bullard asked for a motion to accept the Consent Agenda. Councilman Clendenin made a motion to accept, second by Councilman Cain, vote was unanimous.

Georgia City-County Manager Spring training Attendance:

City Manager Sumner stated this is a spring work shop in Athens Georgia. The training will take place March 26, 2008 through March 28. Mayor Pro Tem Adams had some concern with the City Manager going to so many trainings, and being out of the office. Her concern was the cost of all this training. City Manager Sumner stated that many of the trainings cited by Mayor Pro Tem Adams were over weekends, and that when the opportunity arose, he had stayed with family as this saved the City from lodging expenses. He stated that he planned to do this again for one night during this upcoming training. Mayor Bullard asked for a motion to send the City Manager to the Georgia City-County Manager Spring Training. Councilman Benjamin made a motion to accept, second by Councilman Cain, Mayor Pro Tem Adams opposed, Councilman Clendenin opposed, Mayor Bullard voted in favor, the motion was carried.

REPORTS:

  1. Councilman Cain thanked the Fire Department, Police Department and PWD for doing a good job during the bad storm that we had.

Councilman Benjamin also thanked all departments for their hard work during the storm. He also thanked everyone for coming out to the meeting tonight. Councilman Benjamin also stated that citizens should be notified of the Exotic Animal Ordinance via direct mail.

Mayor Pro Tem Adams thanked Fire Chief and the Hahira Fire Department for the support and concern in her time of loss. She also thanked Chief Davis for the demolition of the old building.

City Manager Sumner stated that he would like to offer his sincere appreciation to Director Warren and Director Stevens, Chief Davis, and Chief Bennett for a tremendous job during the storm. Sumner also invited everyone to come out to the Eggarama March 15, 2008, starting at 10:00 A.M.

Mayor Wayne Bullard thanked the PWD for all the hard work they performed during the storm. He also thanked Chief Bennett and Chief Davis for a job well done. Mayor Wayne Bullard asked for a motion to go into executive session. Councilman Benjamin made a motion to enter into an Executive Session to discuss legal matters, second by Councilman Clendenin, vote was unanimous.

Mayor Bullard asked for a motion to return to the Council Meeting. Councilman Cain made a motion to return to the Council Meeting and authorize the Mayor to sign the affidavit stating that the only topic discussed during Executive Session pertained to legal matters, second by Mayor Pro Tem Adams, vote was unanimous.

The meeting was adjourned at 9:15 P.M.
